Srinagar: ''This is a tragic incident and we condemn it outright,'' he said in Muzaffarabad. The police said at least 15 Hindus were massacred late Saturday when militants dragged them out of their homes in the village of Paddar village in Doda district and shot them dead at point blank range. Salahuddin, who also heads the 18-party United Jihad Council, blamed the Indian secret services for the massacre of the Hindus. ''This is yet another bid to give a communal colour to Kashmiris'' noble struggle for freedom.'' He said because last week''s India-Pakistan summit in Agra ''exposed India''s false stand on Kashmir, they carried out the massacre of Hindus in an abortive attempt to deprive the Kashmiris of the sympathies of the international community.''
