Phunsog Is NewChief Secretary

Jammu: The Cabinet today ordered appointment of Chief Secretary Vijay Bakaya as Advisor to Chief Minister Ghulam Nabi Azad and Chief Executive, Economic Reconstruction Agency. C Phunsog, a 1972 batch IAS officer was posted as new Chief Secretary. The Cabinet, which met under the chairmanship of Chief Minister Ghulam Nabi Azad in Srinagar this afternoon, also ordered transfers and postings of 13 other senior officers in civil and police administration. An official hand-out issued this evening said the Cabinet approved appointment of Mr Bakaya as Chief Executive, Economic Re- construction Agency in place of B R Singh from June 1, 2006 on contract basis for a period of two years. It also appointed Mr Bakaya as Advisor to the Chief Minister. As Advisor, he will oversee implementation of Prime Minister's Re-construction Plan. In a resolution, the Cabinet acknowledged the services of Mr Bakaya towards people of the State in various capacities in the administration and outstanding work done by him as Chief Secretary. The Cabinet ordered appointment of C Phunsog as new Chief Secretary of the State. Born at Nemo, Leh on October 15, 1947, Mr Phunsog is a 1972 batch IAS officer. Earlier, he held several important postings like Divisional Commissioner, Kashmir, Joint Secretary, Internal Security and Human Rights at Centre, Joint Secretary in PMO, Principal Secretary (Home), Minister, Economic and Commerce, High Commission of India at London and Financial Commissioner, Agriculture. He is a recipient of Padma Shree in 1998 for distinguished public service. He received Albert Parvin Fellowship at the Wood Albert Parvin Fellow at Woodrow Willson School in Princeton University of America. The Cabinet ordered posting of Ajit Kumar, who was re-instated in the previous Cabinet meeting, as Financial Commissioner, Co-ordination, New Delhi. He will relieve Parvez Dewan of the charge of Resident Commissioner till further orders. B R Singh, Chief Executive, Economic Re-construction Agency and ex-officio Secretary to Government has been transferred and posted as Director General IMPA vice S M Desalphine, whose services are being placed at the disposal of Government of India where he is tipped to be posted as Additional Secretary in Ministry of Agriculture. B R Kundal, Financial Commissioner, Power has been transferred and posted as Financial Commissioner, Home against an available vacancy. S S Sahni, Principal Secretary, Co-ordination, New Delhi will report to the General Administration Department (GAD) for further posting. Najamus Saqib, Commissioner-Secretary, Forests will hold additional charge of Consumer Affairs and Public Distribution Department. The Cabinet confirmed the appointment of S M Sahai, IGP Crime and Railways as IGP Kashmir in place of an injured K Rajendra. S S Bijral, IGP CID, under orders of transfer as IGP Human Rights, will continued on his previous place of posting as IGP CID. Dilbagh Singh, under orders of posting as IGP CID, has been posted as IGP Crime and Railways. Muneer Khan, SSP Srinagar has been transferred and posted as SSP Crime, Kashmir in place of Dr Abdul Aziz Khan, who has been posted as Commandant 4th battalion Jammu and Kashmir Armed Police (JKAP) against a vacancy. Ahfadul Mujtaba, under orders of transfer, will replace Muneer Khan as SSP Srinagar. Abdul Gani, on inter-State deputation from Jharkhand, has been transferred and posted as SSP Anantnag while Ashaq Bukhari, SP Anantnag has been transferred and posted as SP Badgam.
