Autonomy Is The Best Solution: NC

Srinagar: The National Conference on Friday unveiled its “Vision Document” which has thrust on good governance, rehabilitation of militancy victims and eradication of corruption. Reiterating the autonomy was the best solution to Kashmir, the party said that it will be presented in a new form in February 2009 . The ‘Vision Document’, was released here by NC President, Omar Abdullah at a press conference. Stating that this 53-page document contains party’s political and economic agenda Mr. Abdullah said that the document was a complete guide for good governance which will address the problems of the people in all the sectors. The document released in presence of former Chief Minister Farooq Abdullah, and promises rehabilitation of violence-hit families, zero-tolerance against in Human Rights (HR) violations, war against corruption, solution for unemployment and promotion of industry sectors, especially tourism. On the issue of autonomy, Mr. Abdullah asserted that the party believed that it was the best possible solution to Kashmir problem. ’Vision Document’ states that it would be more enriched so that it is acceptable to the masses. “The party will come up with ‘Autonomy Plus’ and it will be released in February next year,” reads the Vision document. The NC president said that his party would contest all the 87 assembly seats and candidates would be finalized very soon. He announced to fight himself from Ganderbal constituency where he lost elections in 2002. “This time I hope people of Ganderbal will make me win” he said. “A special purpose mechanism will be setup to check the computerization of records including land records. The State Accountability Commission (SAC) shall be strengthened to make it an effective organ for combating corruption,” he said. The NC president stated that if voted to power the corruption will be on top priority of his government and will take all the steps to eradicate it. “We will form state level monitoring and vigilance committees headed by MLAs in all regions except Srinagar and Jammu to check the menace of corruption. In these two cities, the monitoring will be carried out by MPs and by Chief minister,” he said adding that a revenue board headed by financial commissioner, revenue, will be set up to deal with the revenue cases.” Interestingly the Vision Document formulated for next 15 years is also applicable to Pakistan Administered Kashmir (PAK) according to NC president. “When we say State, it includes the other part of Kashmir too. We will be sending the copies of this document to the Muzaffarabad, New Delhi and Islamabad very soon,” he said. Mr Abdullah said that his party would felicitate the return of Kashmiri youth who are help up in PAK and are willing to return to their homes. At the same time, it will work for the safe return of Kashmiri Pandits by creating a social and political environment in Kashmir. He said the NC would form a rehabilitation council for the rehabilitation of the people affected by the turmoil. “We would also ensure release of the prisoners against whom serious cases are not pending and who have completed their jail term already.” About the unemployment, Mr. Abdullah said all educated unemployed youth would be absorbed in government as well as private sectors in a fixed time frame. “We will from a separate autonomous body to be designated as Employment Facilitating Agency (EFA). It would deal with the problem of unemployment in the State. Special training will be imparted to those unemployed youth who are less educated but whose skills can be utilised in tourism, horticulture, floriculture and fisheries,” he said.
