The year 2012 ended on a sad note with security forces firing on civilians in Pulwama. The firing which injured several civilians plunged the Kashmir Valley in gloom. Even the ruling National Conference was comeplled to issue a statement condemning the Army's high-handed approach. The party's spokesperson said such incidents are 'totally unacceptable', and the party won’t tolerate 'atrocities against civilians' that alienate the people further. The party warned that in the garb of AFSPA (Armed Forces Special Powers Act) Army cannot simply go on doing what its wants and 'by such actions Army was only making things difficult for the proponents of peace.'

2012 witnessed the lowest militancy related violence in the State since the outbreak of militancy over two decades ago with 95 deaths reported in such incidents across Jammu and Kashmir this year. The summer was a huge toursim success with millions of visitors thronging Srinagar, Gulmarg and other spots in the Valley. A good tourist season brought back memories of pre-conflict times and helped thousands of ordinary Kashmiris whose lives have been devastated by the militancy.

The parts of the state not touched by militancy, especially Jammu and Ladakh, forged ahead in economic, developmental and educational terms. Despite the resumption of peace in the Valley, the unpredictable political climate and the constant efforts by separatist elements to stir up trouble kept mainstream businesses and corporations away. The Valley remains an investment risk and as a consequence unemployment levels continue to be high. Jobless youth are easily disaffected and the cycle of violence in the Valley continues. Therefore, despite several favourable indicators, the Kashmir Valley will remain a site for unpredictable violence and disruptions in the forseeable future.
