Srinagar: Demanding a change in SOP to avoid the civilian killings during encounters, National Conference Vice President and former Chief Minister Omar Abdullah Wednesday said that unless there was a halt in the civilian killings, the situation in the Valley will not improve. According to the KNS Correspondent, speaking to media persons in Srinagar, Omar said that people were expecting a relief in the Governor rule but the killing of civilians not stopped. He demanded that the SOP should be designed in a way that no civilian killings take place during the protests amid encounters. Regarding Shah Faisal, Omar questioned the intent of the GOI in ordering enquiry against the IAS officer and said that questioning Faisal's 'Integrity and Honesty' was disturbing. He added that 'they don't order enquiry against a minster for garlanding the murder convicts. Neither do they order enquiry against those who through their tweet spit venom and try to stoke communal passion.'
