Headless Blocks Hamper Kashmir Development

Srinagar: At a time when government is making tall claims of developing villages under 'Back to Village Program' majority of Blocks are functioning without any Block Development Officer. A lone Block Development Officer is taking care of three to four blocks as well. This crisis has added to the woes of people who are unable to get their works done. Reliable sources said that scores of blocks are functioning without any Block Development Officer. In South Kashmir, there are blocks like Aripal, Dadsara, Kakapora, Lassipora and Newa where there are no BDO's. 'It is simply wastage of time to visit the office of any BDO these days as there are none. People are suffering and unable to get their grievances redressed,' said Shabir Ahmed from Tral town of Pulwama. Sources added that in North Kashmir's Baramulla district there are at least six blocks which are functioning without any Block Development Officer. 'Now government is giving additional charges to these BDO's. A Block Development Officer takes care of three to four blocks these days. This additional syndrome acts as stumbling block,' said Tanvir Ahmed. When contacted, Director Rural and Development Department Qazi Sarwar said that though there is shortage of BDO's, yet they have moved a proposal and hopefully the administrative wing of the department would post BDO's in those blocks which are headless.
