Common man in J&K remains denied of justice, human rights since 1947
“On mission for equity, equality & justice for all residents of J&K with provision of all fundamental rights to all citizens of India residing in J&K.” Prof.Bhim Singh, Chief Patron of National Panthers Party conveyed to this message to Parliament of India while speaking at workers meeting of Panthers Party in Surankote. Later addressing a public meeting at Poonch bordering Line of Control which was created in 1948 after the ceasefire was ordained by the Security Council of the United Nations. Prof.Bhim Singh addressing another public meeting at Poonch assured the great sons and daughters of the soil who registered aggression from Pakistan in 1947-48 and fought a battle along with the Indian Army for one year resisting the aggression from Pakistan side. Prof.Bhim Singh said that the great people of Poonch have fought with all strength, courage and commitment against Pakistani Army in 1947-48 favouring secular India and deciding to support Instrument of Accession signed by Maharaja Hari Singh on 26th October, 1947. Prof.Bhim Singh regretted that the people of Poonch-Mendhar-Rajouri which formed part of Poonch State under the Maharaja have not been treated fairly or with dignity. Prof.Bhim Singh said that he is leading a Panthers caravan from Jammu to Poonch in its first part with a clear message that India is one from Kashmir to Kanyakumari and Manipur to Dwarka with one Flag, one Constitution to ensure fundamental rights to all Indian citizens residing in J&K. He said that this mission in its second part shall move to Doda and Kashmir. Prof.Bhim Singh said that 2017 this movement of One India with one Flag and one Constitution shall move from Kashmir to Kanyakumari to seek support of all the political parties, social organizations and the civil society in this regard. He said that J&K problem is because J&K have not been integrated with the Union of India which is evident from the fact that J&K has separate Constitution and separate State Flag. Congress leaders condoles death of Bashir Ahmed Zargar imam
Thathri, December 03: - Member of Legislative Assembly from Inderwal, Ghulam Mohammad Saroori today expressed grief over the death of Imam Jamia Masjid Thathri, Bashir Ahmed Zargar. Bashir Ahmed Zargar died in Thathri today. In his condolence message, the MLA Inderwal described Imam Bashir as a great Islamic scholar, who was an embodiment of spirituality. Long pending dispute of construction of Degree College Chatroo settled by SDM
Chatroo, November 16: Proving the officer capabilities, the long pending dispute of construction of Govt Degree College Chatroo was finally settled by Sub-District Magistrate Chatroo Qazi Masood. Government Degree College (GDC) Chatroo, Kishtwar, which was sanctioned under the Prime Minister's Reconstruction Plan in 2008 by the efforts of the then Chief Minister J&K Ghulam Nabi Azad and MLA Inderwal Ghulam Mohd Saroori, was functioning in a rented accommodation with the availability of four classrooms and one toilet. The construction of the college was assigned to Jammu and Kashmir Projects Construction Company (JKPCC) at an estimated cost of Rs 13.00 crores. However, the construction work could not be taken up due to land dispute pending in the court. The land measuring 73 Kanals and 1 Marla has been acquired in the year 2010 and was many times handed over to JKPCC but work was stopped owing to litigation's by the owners of the land the execution and construction of college could not take place. Three weeks ago Deputy commissioner Kishtwar Ghulam Nabi Balwan intervened into the matter and personally visited the site of the GDC Chatroo and gave directions to the SDM Chatroo for handing over the acquired land to the executing agency JKPCC. He has also assured to provide proper security to the executing agency for initiating the construction work of the college. A team headed by SDM Chatroo comprising of Tehsildar Chatroo, Executive Engineer JKPCC, SHO Chatroo today visited the site of GDC Chatroo for starting the construction work on the College building. While interacting with the land owners, SDM Chatroo said a quality education leads to an excellent student education and it plays a major role in the student education. The future of the country depends on a quality education being provided in every school, College and it plays a major role in the student education. Set up IIM and IIT at Chenab and Pirpanchal regions: G. M Saroori
Chatroo/Mugalmaidan, October 14: - Urging state Government to address urges, aspirations and needs of people in Chenab and Pirpanchal regions of Jammu province, Vice President JKPCC and MLA Inderwal, Ghulam Mohammad Saroori has said that setting up of AIIMS in Jammu area would be a step in a right direction, but at the same time, Government should establish Indian Institute of Management (IIM) and Indian Institute of Technology (IIT) in Chenab Valley and Pirpanchal areas in order to ensure equal development of the State. Saroori said that establishing any institution (IIT, IIM) in Jammu province the interests of Pirpanchal and Chenab regions should not be ignored as usual. "People of Chenab and Pirpanchal regions have been deprived and ignored by PDP-BJP coalition government and govt. must establish one of these two institutions each in Chenab and Pirpanchal regions." Saroori alleged that PDP government were unable to fulfil their promises to the people of the state. "Why Mehbooba Mufti should apologise to Kashmiris, Chenab and Pirpanchal regions for not being able to fulfill her promises which she has made with people and had argued that BJP being in power at the Centre can accommodate grievances of Jammu and Kashmir at developmental front much better," Saroori said and added that "PDP leaders were praising day and night to Narender Modi and promising stars and moons from the sky for the state, but now BJP is not only letting Mufti down but by making Kashmiris and Chenab valley people to beg for everything, the union government stands exposed," he said.
17th Death Anniversary of Humanitarian: Dr. Akhter Hameed Khan
A tribute by Nasim Yousaf: October 9th marked the 17th death anniversary of Nobel Prize Nominee Dr. Akhter Hameed Khan, one of the great social scientists of the 20th century. Dr. Khan was a selfless statesman who dedicated his life to serving humanity and changing the lives of the poor. In pursuit of this endeavor, Dr. Khan founded two monumental projects: the Pakistan (later Bangladesh) Academy for Rural Development (BARD, Comilla) in 1959 and the Orangi Pilot Project (OPP, Karachi) in 1980. Through these projects, Dr. Khan pioneered many innovative methods for poverty alleviation. Bangladesh Finance Minister, AMA Muhith, stated at a Microcredit and Development Conference, "Dr. Akhtar Hamid [Hameed] Khan officially initiated the saving and microcredit system [at Pakistan Academy for Rural Development]" (The Daily Ittefaq, August 26, 2013). The World Bank's publication entitled Ending Poverty in South Asia also describes Dr. Akhter Hameed Khan as the "Originator of the RSP [Rural Support Program] Approach in South Asia." According to the publication, Dr. Khan "inspired and motivated thousands of development professionals in South Asia...[and other parts of the world]" Dr. Khan's methods around rural development, microfinance, female empowerment, and participatory development led to a worldwide movement. Along with Dr. Khan's revolutionary projects, people were inspired by his upstanding character and life of simplicity. With his upbringing, Dr. Khan could have easily led a wealthy and luxurious lifestyle, yet he chose to live plainly and work on behalf of the common man. Dr. Khan frequently interacted with powerful or well-known individuals around the world, but did not ask for any favors. For instance, he did not misuse his close relationships with the President of Pakistan (Mohammad Ayub Khan), Prime Minister Chaudhry Mohammad Ali, Prime Minister Hussain Shaheed Suharawardy, or his powerful and well-respected politician father-in-law (Allama Mashriqi). In fact, President Ayub Khan offered Dr. Khan several highly desired positions (Governor of East Pakistan, Advisor to the President, and Vice Chancellor of Dhaka University), but Dr. Khan declined all these offers. Dr. Khan's upstanding character was evident, even in the small occurrences of everyday life. For instance, in 1969, Dr. Khan and I were in Dhaka. Dr. Khan was to take a Pakistan International Airlines (PIA) flight from the Dhaka Airport, but his flight was canceled. When PIA offered Dr. Khan a free room at the Intercontinental Hotel (Dhaka), he politely declined and instead came back to where we were staying in Dhaka. When asked why he didn't take the room, Dr. Khan explained, "The flight was canceled and the airline offered me a complimentary stay, but I did not take it as it would cause unnecessary expense to PIA when I can stay here." Based on Dr. Khan's upstanding actions, it is not surprising that President Ayub once said, "Akhter Hameed Khan is the only man in Pakistan who has never come to me for anything." Dr. Khan was an inspirational figure who, through his works, brought Pakistan and Bangladesh world recognition. Among the famous figures who have learned from Dr. Akhter Hameed Khan and applied his methods of poverty alleviation are Shoaib Sultan Khan, Sir Fazle Hasan Abed, and Nobel Peace Prize Laureate Professor Muhammad Yunus. Their success is indeed a magnificent tribute to Khan sahib. In Pakistan, his methods are widely applied through the National Rural Support Programme, Agha Khan Rural Support Programme, and other initiatives. Dr. Khan is revered as a national hero in South Asia. Dr. Khan's life and work provide a valuable lesson for others: those who seek worldly possessions may be recognized in the short-term, but those who serve humanity are remembered forever. NPP Supremo appreciates Sushma Swaraj speech in United Nations but regretted that she failed to touch the hidden volcano
Addressing a press conference in Jammu, the winter capital of J&K State this morning at Ashoka Hotel, Prof. Bhim Singh, Founder of National Panthers Party while addressing a press conference, he expressed shock on the failure of Modi Government for having fail into totality to oppose and expose the enemies of peace in India vis-a-vis Jammu and Kashmir. Prof. Bhim Singh, though, appreciated the strong speech made by Mrs. Sushma Swaraj on the floor of the General Assembly of United Nations exposing a Pakistan with a strong note. He expressed shock that Government of India in its brief for the Foreign Minster had failed to expose the dangerous design of Pakistan vis-a-vis Jammu and Kashmir. The Panthers Party Supremo while praising Mrs. Sushma Swaraj for her wonderful speech on the floor of the General Assembly of the United Nations but regretted that the Foreign Minister of India could not come out on the failure of the Indian leadership to integrate Jammu and Kashmir with the rest of the country when Constitution of India was promulgated on 26th January, 1950. Prof. Bhim Singh said that Indian leadership had committed a blunder in the Constituent Assembly when they promulgated Constitution of India by keeping Jammu and Kashmir out of the Union. Insertion of Article 370, though temporary, was the greatest blunder of all the political parties who were representing the Constituent Assembly from 1947 to 1950. Prof. Bhim Singh said that Maharaja Hari Singh was the only Maharaja who had declared in 1931 in London Round Table Conference that, "I am an Indian first and then Maharaja". That Maharaja was exiled by Nehru's Government in 1948. Yet the state of Jammu and Kashmir was not merged into the Union of India. On 20th August, 1952 Sheikh Abdullah passed a resolution in his home Constituent Assembly which had no relevance after Maharaja's Accession to the Union of India for 26th October, 1947. Jammu and Kashmir was not merged in the Union of India in spite of the Accession signed by the Ruler on 26th October, 1947 at Amar Singh Palace, Jammu in the presence of federal Home Secretary Shri V.P Menon. Prof. Bhim Singh regretted that the Modi government has failed to understand the complicates of the situation and Mrs. Sushma Swaraj was not properly addressed to speak on the subject. Prof. Bhim Singh said that Jammu and Kashmir became integral part of the Union of India, offer was made by the Maharaja and accepted by Lord Mountbatten on 27th October, 1947. This is a tragedy that the Constituent Assembly did not integrate J&K with the Union of India in spite of the fact that the people and the leadership of Jammu and Kashmir has made commitment in the Constitution of Jammu and Kashmir that state of Jammu and Kashmir is and shall remain integral part of the Union of India. Prof. Bhim Singh said that the Parliament of India has failed to discharge its duty to integrate the state of Jammu and Kashmir as they have done in respect of 577 states and even Baroda which acceded to the Union of India in 1948. He said that Goa was liberated from Portuguese control in 1961 and stands integrated with the Union of India. Why not J&K till today? Prof. Bhim Singh called on Members of Parliament including those who are ruling the country to go through the speeches of Mr. Krishna Menon he made in 1957 placing all facts on records and exposing Pakistan for the utter violation of UN resolution of 13th August, 1948. Prof. Bhim Singh regretted that this part of the history was completely ignored by previous government in the centre and this truth has been buried deep by the BJP government led by Shri Narendra Kumar Modi. Uri terror attack part of a continuing agenda
The deadliest terror attack on the Indian Army at Uri on the Black Sunday of 18 September, 2016, in which 17 Indian soldiers were martyred and many were seriously injured is, of course, deplorable. But it also rings an alarming bell to warn of the great trouble and the need for action. It's time India got alarmed about the jeopardy of Wahhabism detrimental to the internal security of the nation and the people. After the Kaluchak tragedy on 14 May, 2002, which took the lives of 12 civilians and 22 security personnel, the Uri terror attack came as the most obnoxious and the bloodiest dance of destruction. It took place in the valley of Jammu & Kashmir which is in the acute grip of the Wahhabi ideology being replaced by eliminating the peaceful, pluralistic Rishi-Sufi tradition. Therefore, we condiment, in the harshest words, the terrorist organization, Jaesh-e-Mohammed (JeM), conceived and led by Maulana Masood Azhar who champions the violent extremism stemming from the Wahhabism in Pakistan. He has been on record indoctrinating the gullible youth in the neighboring Muslim country, since the time he was released by India in a swap for passengers on board the hijacked IC814 Indian Airlines aircraft in December 1999. With Sunday's attack in Uri where we lost 17 Indian jawans, everyone from the Indian army, state officials, media persons, to retired members of the armed forces to bureaucrats to diplomats and, of course, Indian Muslims and their spiritual leaders, especially Sufi masters are deeply pained about it. While condemning the terror attack on an the army camp in North Kashmir's Uri town, we also appeal to the government of India that the perpetrators of the crime be brought to justice and the internal security, stability, army and the people of Kashmir are safeguarded from any further loss. It should be the priority of the ongoing operation in Kashmir. At the same time, India must end the agenda of replacing Sufism with Wahabism, while resolving the Kashmir unrest. Kashmiri Youth Zahid Bhatt Wins Pune Award
Pune, 1 September: Prestigious Maulana Abdul Kalam Azad Award of the Pune Municipal Corporation was given to Kashmiri youth Zahid Bhatt of Sarhad, Pune. The Pune Municipal Corporation had instituted an award in the name of great freedom fighter Bharat Ratna Maulana Abdul Kalam Azad in his birth centenary year 1999. The prestigious award is given every year to one institution and one individual engaged in promoting national integration and communal harmony. The award consists of Rs. 25,000/- cash and a memento. The selection committee includes prominent individuals from Pune like educationist Dr. H. M. Shaikh, former editor Anant Dixit and former IGP Ashok Dhiware. This year the committee selected Zahid Bhatt, a Kashmiri youth coordinator of Sarhad, Pune. Zahid is well known to work for peace, understanding & communal harmony through Sarhad. He is engaged in this work through an initiative Jaago Bharat for the past 13 years in which he, along with his fellow Kashmiri youths in Sarhad, communicates and coordinates between the youths from Kashmir and the other states. He is playing an outstanding role through Sarhad to deter the Kashmiri youths from violence. This is the first time a person from Kashmir is being honored by Pune Municipal Corporation. No stoppage of Petrol Diesel supply to Kashmir: Zulfkar
Jammu, Aug 19: Taking strong note of the news items regarding denial of supply of oil to Kashmir, Minister for Food, Civil Supplies and Consumer Affairs Chowdhary Zulfkar Ali has clarified that no such orders have been issued and regular supply of oil is going on in Valley. Chowdhary Zulfkar Ali said that after going through the section of news items published regarding denial of supply of petrol & diesel to the distributors of Kashmir Valley, he took up the matter with all the three Petroleum Companies and issued strict directions to adhere to the normal process of supply of oil to the Kashmir Valley. He warned that if any company found involved in stopping supply, delaying transport, profiteering or stocking, his department will take stern action against them. Giving data of stocks available in Valley, Minister said that all the three Companies viz Hindustan Petroleum Corporation Limited, Indane Oil Corporation Limited and Bharat Petroleum Corporation Limited are supplying oil smoothly in Valley and there is no dearth of oil products. He said that they are having 2780 KL of Petrol available in Kashmir Valley which is sufficient for 19 days. 'We have also 10,129 KL of Diesel available and sufficient for 29 days and 5186 KL of Kerosene Oil sufficient for 61 days available in Kashmir', Minister said adding that there is no dearth of oil products in Kashmir Valley. Meanwhile Minister said that there is also no dearth of other essential commodities in Valley. He said that out of 462191 quintals of foodgrains allocated for the month of August for Kashmir Valley, they have lifted and distributed 288996 quintals which is 62 percent of the allocated foodgrains. He said that remaining 38 percent will be distributed in a couple of days. He added that there is also no shortage of LPG cylinders in Valley. 'We have distributed 2.15 lakh LPG cylinders in August till date against the total 3.90 lakh cylinders requirement for whole month', Minister said adding that they are having 145161 cylinders available in stock in Kashmir which are sufficient for 12 days.
Bhim Singh urges President of India to direct Governor of J&K to impose Governor Rule
New Delhi, 3 Aug: Prof.Bhim Singh, Chief Patron of National Panthers Party & Executive Chairman of State Legal Aid Committee today urged the President of India, Shri Pranab Mukherjee to grant clearance to the Governor of J&K to impose Governor Rule under Section 92 of J&K Constitution as it has become evident from the ground situation in the state that the present government has failed to discharge its duty as a government and the situation in the state is beyond the control of the Govt. of J&K. Prof.Bhim Singh also urged President of India that Article 370 has given him immense constitutional power to intervene into the present situation in the interest of safety, security and sovereignty of state which has been threatened by the abnormal situation in Kashmir Valley. Prof.Bhim Singh said that the Chief Minister herself has admitted that the situation is no more under the control of her government which is evident from the fact that she has started appealing the militants and unrest mongers for cooperation in restoring peace and normalcy. This has proved beyond any doubt that the present government has lost complete control over administration and there is anarchy in the state. This needs immediate resolution. He appealed President of India to exercise his authority within the meaning and scope of Article 370 read with Section 92 of the Constitution of J&K to save the people of J&K from anarchy and disorder. Govt to Pursue Additional Hajj Quota: Andrabi
SRINAGAR, JULY 01: Minister of State for Haj and Auqaf, Syed Farooq Ahmad Andrabi today said that Government would take up the matter with Central Government for sanction of additional Hajj quota to the State. The Minister was responding to the issue raised by Mr. G.M Saroori today in the House soon. Mr. G. M. Saroori during zero hour demanded for expediting the construction work on all ongoing road projects under PMGSY in Inderwal constituency. He also demanded for early macadamization of all major roads in his constituency. He also said that hilly areas like Chenab and Pir Panchal valley have only 20 per cent road connectivity. He said that there is no development in these areas and Hill Councils can help in this regard. He urged Governemt to give Hill development council status to Chenab valley like Leh so that far flung and rural areas could be develop.
Blood Donation camp at University Campus IUST
12 May: Humanity Welfare Organization Helpline NGO Bijbehara in collaboration with Islamic University of Science and Technology Awantipora Pulwama Kashmir organized a Blood Donation camp at University Campus IUST. The theme of the Donation Camp was that every Blood DONOR IS LIFE SAVER, because he saves life of unknown . Around 75 persons donated the blood including students, faculty members, labourer working in the campus security persons including 15 women students donated their precious blood. The Blood collected was deposited in District Hospital Anantnag for Cancer patients, senior citezens belonging to BPL families and those who become victim of Road accidents. Tiranga Rally attacked by BJP Govt. at Doda District entry point, leaders arrested
Batote (Doda), 7th May, 2016: About 500 Panthers Party activists including senior leaders Shri Harsh Dev Singh, Shri Balwant Singh Mankotia, Shri Yashpaul Kundal and other leaders were assaulted, lathicharged and arrested at Patnitop while the NPP was marching with Tri-colour flags to Lal Chowk to express solidarity with the people of Kashmir in their struggle to seek democracy and rule of law in the state. Prof.Bhim Singh strongly condemned the draconian and dictatorial arrest of the Panthers Party leaders and the activists who were marching towards Lal Chowk with tri-colour flags expressing solidarity with the students of Engineering College, Srinagar and others. This should be now awakening point for youth to understand that situation in Kashmir has changed and everybody is speaking truth. He appreciated state & central government for bringing additional force to control violence which was aimed to start agitation like 2010. He said that in order to keep local youth away from Radical education & institutions government of India had started best scheme of sending youth outside Kashmir for free hostel free education but radicals understood that their ranks are reducing to zero level because of this scheme therefore they sometimes started Beef controversy & some time NIT controversy which has adversely effected this scheme.
He said that BJP has become most popular organization now among Kashmiri youth at present. He appreciated entire all top PDP Leadership and entire youth leaders and their spokesman for talking bold Pro India & Pro Modi stand which has encouraged entire BJP cadre as well PDP cadre in Kashmir. He advised all BJP ranks & files in Kashmir to work hard to make present coalition government success which has made ideology of our Nationalism as real success. He said that now people of Kashmir should feel their pride in Nationalism & its triumphant flag. He said radical power stands exposed after one teen age girl spoke truth. He expressed his anguish that several precious lives were lost due to cycle of violence but large & strong BJP cadre in Kashmir will never like youth to fall prey to radicalism again. Dear Secretary of State,
Sub- The right of 20 million Kashmiris to freedom, democracy and reunification of their forcibly divided country.
During your recent visit to Pakistan, and contrary to decades old British policy on the unresolved Jammu Kashmir issue, you advised Pakistan Government, not to include the question of Kashmir's future status as part of its dialogue with India.
Secretary of State, we find your advice unprecedented and inconsistent, especially since the United Kingdom is far more cognisant and privy to the historic context of the conflict over Kashmir, and has traditionally recognised its resolution as being central for lasting peace in South Asia.
The advice therefore has been received as a great disappointment within the million strong British Kashmiri diaspora, as well as a cause of serious concern across both sides of the Line of Control-LoC- that divides Kashmir, and forcibly separates its 20 million people between India and Pakistan.
Kashmiri leadership in particular, has interpreted this advice as a reversal of British policy due to the UK's changed priorities in South Asia. Kashmiris have always expected Britain to support their legitimate, just and internationally recognised rights and aspirations as part of a process towards a peaceful resolution of the issue.
Especially as in our considered view, Britain has a key role in persuading India and Pakistan, to seek a solution of the issue, by recognising and accommodating, the locus standai in the conflict, of 20 million Kashmiris as the arbiters over Jammu Kashmir's reunification and political status.
It is not only unfortunate but lamentable that India of today, contrary to its commitments before the international community and to the people of Jammu Kashmir, does not even recognise the existence of Kashmir issue or Kashmiri dimension- a dimension- that encompasses aspirations and fundamental rights that have yet to be exercised over the political status of forcibly divided Jammu Kashmir.
What must also be questioned and seriously addressed is the huge military deployment of forces by both India and Pakistan in the territory from north to south, where both armies aggressively confront each other eye-ball to eye-ball across the LoC.
Secretary of State this 700 mile long LoC which, as far as the basic right of movement is concerned does not and should not apply to inhabitants on either side of the forced divide within International law and UN resolutions, is nevertheless a living hell for tens of thousands of Kashmiris who reside alongside it.
During frequent flare ups between both armies along the length of the LoC hundreds of villages are caught in the cross fire as both armies are deployed either in or close to the populated areas.
Equally Indian military and paramilitary forces are heavily deployed in the rural and urban areas of Indian occupied parts of Jammu Kashmir. This Indian military presence is extremely intimidating and disruptive of the daily lives of ordinary people- many are killed daily with no provocation against the military.
Indian army operates under cover of laws such as the Armed Forces Special Powers Act-AFSPA- that give the Indian forces in Jammu Kashmir, the impunity and immunity to perpetrate acts of violence on a daily basis against civilians that result in deaths of innocent men, women, young and old alike. Many of the basic rights of Kashmiri people are violated daily by this blanket cover of immunity that the Indian military apparatus has enjoyed in Indian held Jammu Kashmir over the past 28 years. Over a hundred thousand have been killed by the Indian military and paramilitary forces, around 8,000 are missing while over 7,000 unmarked graves are found throughout Indian held Jammu Kashmir. Women's dignity is violated including rapes.
Pro freedom and reunification leadership in Indian held Jammu Kashmir is being denied its basic right of movement, assembly and of free speech. In a country that boasts of being the largest democracy in the world, this denial is a travesty of these fundamental rights when peaceful assembly and movement of legitimate leaders is not allowed to take place.
Over the past one year alone for example, Chairman of Jammu Kashmir Liberation Front- JKLF- Mr Muhammad Yasin Malik, has been denied right to assembly and free speech dozens of times. He has been prevented from engagement with people on many occasions through arrests, police and judicial custody and all too often put under house arrests. Mr Malik is also denied the right to a passport. As a result he is unable to visit and see his wife and child who reside in Pakistan.
Secretary of State, on both sides of the LoC, political parties that seek independence of Jammu Kashmir, are denied the right to participate in the political process, as candidates are required to declare their allegiance to India and Pakistan respectively. This is not only an undemocratic condition imposed on the candidates but also a denial of fundamental right to choice. As a result millions of people in both Azad Jammu Kashmir -AJK- and in Indian held Jammu Kashmir are disenfranchised by this undemocratic condition.
We would also like to draw your attention to the issue of Gilgit Baltistan which, the previous Peoples Party Government declared as a de-facto province of Pakistan and the current government of Mr Nawaz Sharif attempted to constitutionally formalise it as such. The process was halted due to concerted opposition from the public and the Kashmiri leadership across both sides of the LoC.
The move on the part of Pakistan government also contravened the spirit of UN Security Council-UNSC- resolution 122 of 24 January 1957 which, the UK supported and which stated "that an attempt to change the status of Jammu Kashmir or any part of the state would not constitute a disposition of the state."
This particular resolution was passed by the UNSC to repudiate the National Conference Government in Indian held Jammu Kashmir which wished to "ratify'- in contravention of a plethora of previous UN resolutions and recommendations, the conditional "accession' of Jammu Kashmir to India in 1947 by Maharaja Hari Singh.
We would therefore expect that the UK extends its advice to government Pakistan, not to proceed with the intention of incorporating Gilgit Baltistan as part of Pakistan federation. Furthermore we expect that the UK would encourage Pakistan Government to reunite Gilgit Baltistan region with AJK, to constitute a single territorial constitutional entity of Jammu Kashmir territories that are being administered by Pakistan since 1947.
Secretary of State the UK has a friendly and historic relationship with India and Pakistan and as such we would expect the UK government to extend strong and effective friendly advice to both countries, that they seriously address the question of Jammu Kashmir's future political status with a purposeful and meaningful approach and actively involve the Kashmiris with their participation in the process under the UN's auspices.
Secretary of State as a permanent member of the UNSC, Britain has a legal as well as a moral obligation, to ensure that all peaceful political processes are harnessed so that 20 million forcibly divided people of Jammu Kashmir have the opportunity to exercise their basic democratic right over the future political status of Jammu Kashmir.

Niaz Demands Holding of Municipal and Panchayat Elections in Scheduled Time
Jammu, 2 April: Mohammed Sharief Niaz former minister and executive member of Jammu and Kashmir Congress committee today while addressing Congress workers meeting at Gondoh emphasized the role panchayats which has helped in resolving fundamental issues of far flung areas of Bhaderwah Constituency.
Niaz said that the idea and the Article of the Constitution which declared that "the state shall take steps to organize Village Panchayats and to endow them with such powers and authority as may be necessary to enable them to function as the units of self-government,' paved the way for the introduction of Panchayati Raj "a scheme of democratic decentralization' in India which is one the biggest achievements of Congress . Establishing a health Panchayati Raj system is democratic renewal through reorganizing the power structure would bring the government closer to people. It has been seen as a means to deepen democracy, make governance accountable and responsive. Not only would it enhance the effectiveness of public policies and service delivery, but also give greater voice to the general public.

Saroori expresses concern over Electricity crisis in Chenab Valley
Kishtwar, March 28: - Expressing serious concern over the precarious power situation in Jammu and Kashmir, PCC Vice President and MLA Inderwal, G. M Saroori today said it seems the administration has virtually decided to keep the people of Jammu and Kashmir especially Chenab Valley into darkness.
In a statement issued here the Saroori remarked that the people in cities and towns are provided with low voltage and erratic power supplies, the people living in rural and far flung areas are without electricity that too at a time when the power supplies are needed more to cope-up with the chilly weather.
"As the whole Chenab valley is face to face with a grim electricity scenario, Doda and Kishtwar districts seem to be at the receiving end of this power crisis. There is almost no electricity in Bhalessa, Jakyas, Kahara, Thathri, Bunjwah, Drabshalla, Saroor, Sarthal, Thakrie, Keshwan, Sarawan, Mugalmaidan, Sigdi, Chatroo, Chingam, Marwah, Warwan, Dacchan, Nagseni, Palmar, Paddar, Bharat, Marmat, Bhagwa, Gundana, Bhaderwah, Doda, Kishtwar, Ramban, Banihal and other rural areas.
"The transmission and distribution system has also deteriorated thereby depriving the consumers of vital electricity facility. The dilapidated LT network especially in rural areas is posing a grave threat to the life and property of the common man, he stressed," Saroori said, while urging the administration to allot tenders of RGGVY phase II work to some contractors or start the work departmentally so that people of the area will get regular power supply. He further said the administration needs to ensure a better coordination between different departments especially those providing essential services.

Bhim Singh urges Home Minister to transfer all Kashmiri under-trials to J&K who are facing trials outside state
Prof.Bhim Singh, Chief Patron of J&K National Panthers Party and Executive Chairman of State Legal Aid Committee has made a strong appeal to Shri Rajnath Singh, the Union Home Minister of India to initiate the fresh process for building confidence measures among the new generation in J&K which has remained neglected for decades because of the power hungry and vested interests in the State of J&K. Prof.Bhim Singh said that leadership in J&K irrespective of their political affiliations, may they be, Congress, National Conference, PDP or otherwise has been exploiting the innocent people of J&K only to retain and capture power, loot the state exchequer by exploiting the innocent people of Jammu, Ladakh and Kashmir for the past over six decades.
Prof.Bhim Singh said that it is only J&K which is ruled under the power of so-called Public Safety Act (detention without trial) for years without any check on the exercise of power by the state. On the other hand, the detention of a person without trial cannot be extended beyond three months. Prof.Bhim Singh said that he (Bhim Singh) himself spent eight years under detention rule without trial in J&K during his student life. He said that he was kept under detention without trial for more than three years when he was elected Member of Legislative Assembly and the state government was headed by Sheikh Mohd. Abdullah and later by his son Farooq Abdullah.
Prof.Bhim Singh said that Article 370 is being retained to please the power hungry and blood thirsty leaders of J&K who have been ruling the state without rule of law. That's why the Kashmiri leaders have been armed with the sluggish and ruthless power of Article 370 which has deprived the people of J&K of basic human and fundamental rights which are enshrined in Chapter-III of the Indian Constitution. Prof.Bhim Singh said that people of J&K have been living in an Indian state where there is no rule of law, no democracy, no existence of fundamental rights which are enjoyed by every citizen of India. This is only because Article 370, though, temporary has been imposed in J&K only to bluff the people of J&K so that they could easily and conveniently be robbed off their civil, human and other fundamental rights.
Prof.Bhim Singh urged the Union Home Minister, Shri Rajnath Singh to bring an important change in J&K by implementing Chapter-III of the Indian Constitution relating to fundamental rights of the Indian citizens so that the people of Kashmir can also enjoy the fundamental rights. He demanded fresh election by the end of this year in J&K under Governor Rule with free and fair procedure and process so that the people of J&K shall enjoy all the fundamental rights guaranteed in Chapter-III in the Indian Constitution. That is the only way to resolve the present conflict in J&K.
To win the confidence of the people of J&K, the first step needed is to transfer all the Kashmiri prisoners detained outside the state back to J&K and hold free and fair trial.

Saroori, other Congress leaders condoles passing away of Khawaja Ghulam Ahmed Wani
Kishtwar/Doda, January 26: - Vice President J&K Congress and MLA Inderwal Ghulam Mohd Saroori on Tuesday condoled the demise of renowned social worker and forest lessee Khawaja Ghulam Ahmed Wani of Bharat Doda and a father of General Secretary JKPCC Abdul Majid Wani.
Saroori said the demise of Khawaja Ghulam Ahmed Wan is a great loss for the Doda district. I stand in solidarity with the bereaved family in this hour of grief. In his death we have lost one of the tallest social worker who always worked for the downtrodden people of the Doda," the state Congress vice president said.
Ghulam Ahmed Wani passed away at Jammu after a prolonged illness. He was 90 and left with three sons Abdul Majid Wani, Abdul Kareem Wani and Iqbal Wani.
Saroori who is presently in New Delhi also spoke on phone to Abdul Majid Wani a state Congress General Secretary and expressed solidarity with the bereaved family. I pray for eternal peace of the departed soul and grant of strength & fortitude to the bereaved family to bear this irreparable loss and may his soul rest in peace.

Making Gilgit Baltistan as Province of Pakistan will have serious consequences on the issue of Jammu Kashmir dispute: JKLF
London, 14 January 2016: London branch of Jammu Kashmir Liberation Front (JKLF) has condemned the move by the Pakistani authorities to make Gilgit Baltistan as a constitutional province of Pakistan. In a statement issued after the meeting of JKLF London Branch, it said that making Gilgit Baltistan as constitutional province of Pakistan will have serious consequences on the long standing issue of Jammu Kashmir dispute. Statement said that such move by Pakistan has no legal, political, official or moral justification whatsoever. By taking this illegal and unjust step, Kashmiris are being forced to consider Pakistan in par with India. JKLF and people of Kashmir will strongly oppose and resist conspiracies against the sacred cause of freedom and the fundamental rights of the people from all parts of forcibly divided state of Jammu Kashmir of which Gilgit-Baltistan is an integral part till the end. USM holds anti drug workshop

Upgrade Saryara Movement (USM) today organized a one day awareness programme on drug menace in the society and particularly among the youngsters.
As per press release, the program was held at Mahatma Shri Atma Ram Ji Sidh community hall, Bahu Fort Jammu and over 400 people including youth of the area participated.

Speakers on the occasion said that drug addiction as a social evil, its effects on society and responsibilities of society in its eradication. He also made the participants aware about the warning signs and symptoms of an addict.
They elaborate about the overall ill- effects of drug addiction in society with special mention of some native case studies, where drug addicted person dies untimely due to sudden cardiac arrest, kindly or liver failures or drug overdose.
The participants were made aware of effects of Drug addiction, government policies to curb it, laws and police actions against the drug victim or suppliers and, rehabilitation centers run to get of thin menace.
Seeking support of parents to liberate younger generation of Bahu-Fort from yoke of deadly drugs, the USM appealed them to take a vigil on the wards and tried to communicate them time to time so that they were not able to attract towards evil like drug.

At present the web site only gives a set of legal documents describing the early events. Material along following lines could make the Kashmir war more interesting:
Western interest is the single most important cause of the Kashmir conflict. Pakistan might not have decided to attack if Western powers were not supporting it.
Internal cause for Pakistani interest in Kashmir is that its rivers originate there and farming was important for influential land lord families of West Punjab.
A reason why Nehru did not act on Patel's advice to take the war to completion was that Nehru did not want to put India in a state of confrontation with Britain and USA and give them excuse to intervene. Going to UN was intended by Nehru to neutralize Americans and British, which it did like a bone does to an aggressive dog. Going to UN saved India from defeat by a joint American British and Pakistani force in Kashmir, as Egypt in Suez war.
Future Indians can settle the war by war once American and British support of Pakistan reduces. Nehru acted out of long term strategic thinking. Open war with combined force of Western powers and Pakistan would have distracted India from peaceful social reform and industrialization, which Nehru preferred over territory.
Pakistanis possibly feel they have had the last laugh in Kashmir, with Pakistan free of guilt, Western criticism or fear of retribution and India in a permanently defensive posture, but it is possible that once American and British interest weakens the war in Kashmir might evolve to Indian and not Pakistani script.
Right wing politicians in India would certainly push for war as they always do. Four decades of Pakistani terrorism has made a decisive change in the voting pattern of Indians, with the extreme right wing securing support across sections and communities. Change of voting pattern is the mechanism that enables democracies to prepare for big wars.
Actual use of nuclear weapons by Non State Actors could expose the inherent weakness of the MAD doctrine that it does not provide a solution for nuclear blackmail, and thereby make nuclear war over Kashmir politically more feasible.
