The Kashmir Accord
This change in the attitude of the Plebiscite Front leaders resulted in prolonged negotiations leading to the Kashmir Accord of February 1975. Under this accord, Sheikh Abdullah was allowed to form the government in J&K. The Congress (I) government in the State led by Mir Qasim allowed Sheikh Abdullah to revive the National Conference (NC) only after he accepted the finality of the Accession and the dissolution of the PF. Fresh elections were held in June 1977 and the NC under the leadership of Sheikh Abdullah returned to power with majority.
